I think this is a great idea and I would really be interested in contributing, if you are looking for a team to work on it. Here at St Ed's we do AQA English.
I have been a Head of English for more than a decade at both maintained and independent schools. Leading the rollout of HPL at my current school, Ellesmere College, Shropshire, has been an interesting and rewarding challenge as it has given us a coherent pedagogical framework that explains much of what we knew, instinctively, works well in the classroom. It has also given us license to work with the students in a creative manner which, for many (if not all) of us was why we went into teaching in the first place.
As well as leading on HPL, I am also in charge of the Navy Section of the CCF and head of one of the College’s four academic and sporting competitive houses.

Thank you for replying. We do Edexcel IGCSE, OCR A-Level literature and IB Language and Literature (which might be a little too niche for this sort of idea).
Despite doing different boards, the Assessment Objectives, though assessed in different ways, might be a useful starting point. Already, we have shifted the language of how we focus on comparitive questions away from 'compare how...' to 'look for links between...' which can be quite superficial before the students then explain how the effects/purpose/intention etcetera can be quite different.
Looking at GCSE and IGCSE language AOs, it strikes me that there is a lot of overlap. I keep meaning to transpose our AOs into HPL-friendly language so might give it a go and share it on here...
AO1:
• identify and interpret explicit and implicit information and ideas
• select and synthesise evidence from different texts
• AO2: Explain, comment on and analyse how writers use language and structure to achieve effects and influence readers, using relevant subject terminology to support their views
• AO3: Compare writers’ ideas and perspectives, as well as how these are conveyed, across two or more texts
• AO4: Evaluate texts critically and support this with appropriate textual references
• AO5: Communicate clearly, effectively and imaginatively, selecting and adapting tone, style and register for different forms, purposes and audiences. Organise information and ideas, using structural and grammatical features to support coherence and cohesion of texts
• AO6: Candidates must use a range of vocabulary and sentence structures for clarity, purpose and effect, with accurate spelling and punctuation.
IGCSE
AO1 read and understand a variety of texts, selecting and interpreting information, ideas and perspectives
AO2 understand and analyse how writers use linguistic and structural devices to achieve their effects
AO3 explore links and connections between writers’ ideas and perspectives, as well as how these are conveyed.
AO4 communicate effectively and imaginatively, adapting form, tone and register of writing for specific purposes and audiences
AO5 write clearly, using a range of vocabulary and sentence structures, with appropriate paragraphing and accurate spelling, grammar and punctuation.
